The temperature of the water doesn't matter on a water bill. Just the fact that it came out of the faucet is what racks up a bill. Temperature would matter on an electric bill which is not what the OP is complaining about.
@college_cutie You quite possibly just said the dumbest thing ever. He's saying unless you LIKE cold water, no one's gonna fuck for hours in the shower, since hot water runs out. How could you possibly interpret that as the temperature effecting the bill?
You've got a point. I live in a dorm. We don't run out of hot water even if someone is showering for hours. I forget sometimes that hot water heaters are not unlimited.
You could possibly have a decent water heater that recovers faster than 2.5 gpm(and that would be what a shower puts out if it was all hot water, so its more like 1-1.5 gpm of hot water). That would be one hell of an electric/gas bill, though.
