i'm not sure about bums from other places, but oregon (especially portland) has a lot of "homeless by choice" people who are clean and have jobs just rely on the kindness of friends and strangers for a place to crash. there are also a ton of shelters and places to get free/ inexpensive nice clothing. so fucking a homeless person isn't that bad (speaking from experience)
