Chocolate is toxic for dogs and cats too. Pop-rocks are sugar that has carbon dioxide mixed in while it's still liquid and then allowed to harden. The bubble of carbon dioxide are trapped inside so when you start eating it the sugar melts and it pops because of the pressure.
Pop rocks will not harm a dog, but too much sugar is not good for anyone and remember that a dog is smaller then you.

i'm a vegetarian and all about animal rights...but c'mon people it's pop rocks. they're not feeding the dog antifreeze. if the dog doesn't like it the first bite then he'll stop eating it.

Some of you people are nuts. I had a dog growing up who loved Pop Rocks, she would beg for them if we were eating them. We'd give them to her just a few at a time and she'd bite them if she could to get them to pop between her teeth. It was hilarious.
I love going into a kmart parking lot parking the furthest from the store and giving those seagulls some alkasilser! You could throw some dog shit or razor blades and those fuckers will try to swallow it!! Gotta love dumb animals!!!
